بسم الله الرحمن الرحیم. تبارک الذی ینزل علی من یشاء و روح الامر ان ابشروا لا تخلف فان الله ربک لغفور شکور و انه لا اله الا هو قد نزل الکتاب لامره

Translation:

Provisional translation

Bless Him who sends down the spirit of command on whom He will. Verily, rejoice and do not fear. God, your Lord, is both forgiving and thankful
