Official translation
O ye the embodiments of justice and equity and the manifestations of uprightness and of heavenly bounties!
Abstract:
Proclaims eleven ‘leaves of paradise’: the fear of God, the importance of religion, the golden rule, that rulers should possess good character and act in justice (in contrast to Muḥammad Sháh, whose deeds in particular are denounced), reward and punishment as the basis of order in the world, justice, the unity of mankind, the education of children, moderation, renouncing asceticism and monasticism, and forbidding religious strife and dissension.
