یا ایها الساکن فی جوار رحمه ربک قد راینا کتابک و قرانا ما فیه ان ربک لهو

Translation:

Provisional translation

O thou who dwellest in the precincts of thy Lord's mercy! We have beheld thy letter and perused that which was inscribed therein. Verily thy Lord is He Who [3.5s]... ...Whatever competent physicians or surgeons prescribe for a patient should be accepted and complied with, provided that they are adorned with the ornament of justice
