شهد الله انه لا اله الا هو له الخلق و الأمر یرفع من یشاء بسلطانه و یضع ما یرید بأمره

Translation:
Provisional translation
God beareth witness that there is none other God but Him. His is the creation and the command. He exalteth whomsoever He willeth through His sovereignty, and abaseth whatsoever He desireth through His decree [3.5s]
