Provisional translation

The Book which hath been sent down in truth from before God, the Lord of all worlds. Verily, it maketh known unto men the Dawning-Place of divine inspiration and guideth them [3.5s]... ...Say: He hath appeared with that Justice wherewith mankind hath been adorned, and yet the people are, for the most part, asleep
