یا ایها المقبل اراد المظلوم ان یذکرک بما یقربک الی الله رب العالمین و ینصح

Translation:

Provisional translation

O thou who hast drawn nigh! The Wronged One desireth to make mention of thee with that which shall draw thee nearer unto God, the Lord of all worlds, and counsel thee [3.5s]
