یا محمد قبل علی کتابت رسید و ندایت بشرف اصغا فائز امروز هر نفسی حق جل جلاله را

Translation:

Provisional translation

O Muhammad-Qablí-'Alí! Thy letter hath reached Us, and thy call hath been honored with the grace of Our hearing. On this day every soul must exalt God, glorified be His majesty [3.5s]
